The Lake County Office of Education is a member of a Joint Powers of Agreement (JPA) of Schools Insurance Group Northern Alliance. There is SIGNAL I for Workers' Compensation, and SIGNAL II for property and liability claims.

SIGNAL I

The mission of SIGNAL I is to be a steward of public education funds by providing a cost-effective, stable, risk-sharing program for Workers' Compensation losses and a forum for member partnership to develop, discuss, and implement strong risk management practices leveraging local expertise.

SIGNAL II exists:

• To establish a Property & Liability system for all  members to handle various property & liability claims
• To contract for services to support the P&L system
• To pursue members’ rights of subrogation against liable third parties
• Determine annual contribution rates and the method by which such contributions will be paid to the Fund created pursuant to the Joint Powers Agreement.
