North Coast Beginning Teacher Project

The Lake County North Coast Beginning Teacher Program (NCBTP) is part of a regional consortium comprised of five county offices of education, three universities, and over 100 school districts and charter schools throughout Lake, Del Norte, Humboldt, Mendocino, and Sonoma counties.

The Lake County NCBTP administers four unique programs: Pre-Intern, Intern, Beginning Teacher Support and Assessment (BTSA), and Designated Subjects. These programs are state-approved and state-funded credential programs designed to lead to beginning teacher success.

California’s credentialing system has been completely redesigned. As a result, we now have two additional routes to obtain a preliminary teacher credential: Pre-Intern and Intern. The North Coast Beginning Teacher Program administers the regional support services for teachers who are working to obtain their preliminary credential AND are employed by a participating school district. The following highlights will help identify some of the eligibility criteria for the different state funded programs:

Pre-Intern: Has passed CBEST; has not met subject matter competency; has not completed student teaching; will be working towards passing the MSAT or Single Subjects Exam to meet subject matter competency;

Intern: has passes CBEST; has completed subject matter competency; has NOT completed student teaching*; is enrolled in an approved university intern program (currently Sonoma State has an approved program in Special Education and Dominican University has an approved program in Multiple Subjects and Single Subject. Both universities have plans for expansion.)

*Important: Special Education teachers ONLY qualify as interns even if they currently hold a regular education credential.

BTSA: Has a preliminary teaching credential*; is in the first or second year of teaching (sometimes third, depending on situation); OR is an out-or-state-teacher.

*Some emergency permit teachers will be served in BTSA only if they do not qualify as a pre-intern or intern.

According to the CCTC, out-of-state teachers have very specific requirements to receive their clear credential:

Five or more years of out of state full-time teaching

 
  • Pass CBEST
  • Complete 150 hours of professional development

These are four years of out of state full time teaching

  • Pass CBEST
  • Possess the 5 year preliminary credential
  • Complete the two year BTSA Induction Program

Less than three years of out of state full-time teaching experience

  • Pass CBEST
  • Satisfy U.S. Constitution
  • Prove Subject Matter Competency
  • Satisfy the healthy, Special Rd, English Language Skills/Reading, and Technology requirements
  • EITHER complete the two year BTSA Induction Program OR a fifth year of study consisting of 30 semester units

Certified by the National Board for Professional Teaching Standards

  • They will be issued a clear credential in the subject are in which they have received national certification and are exempt from CBEST and all other credential requirements
